Baltimore County Courts in Towson
Towson is the county seat of Baltimore County, so both main courts are right in town. This makes Towson one of the easier places in Maryland to access DUI court records in person. The courts handle DUI and DWI cases from all of Baltimore County, but cases arrested in the Towson area are tried here as well.
The Baltimore County Circuit Court is at 401 Bosley Avenue, Towson, MD 21204. Its phone number is 410-887-2601. The Circuit Court handles more serious matters, jury trials, and appeals from District Court. A DUI case that was upgraded or where the defendant requested a jury trial would be at the Circuit Court. Circuit Court records for convictions are kept for 75 years. For acquittals, the retention is 10 years. You can request records in person during business hours. The court's record directory is at mdcourts.gov/clerks/baltimorecounty.
The Baltimore County District Court sits at 120 East Chesapeake Avenue, Towson, MD 21286, and can be reached at 410-512-2000. This court handles the bulk of DUI and DWI trials from the Towson area. First appearances, bail reviews, and trials for misdemeanor DUI charges all happen here. District Court DUI records are kept for 10 years after the final disposition. Copy fees are $0.50 per page, and certified copies cost $5.00 per request on top of that. The directory for this court is at mdcourts.gov/district/directories/baltimore.

What Towson DUI Records Show
Court records for a Towson DUI case are public and show the full legal history. The record includes the defendant's name, the date and place of the arrest, the specific charges under Maryland law, each hearing date and outcome, the judge, and the final disposition. A conviction shows the sentence. A dismissal shows the reason. A probation before judgment shows the terms set by the court.
Towson DUI records may also show whether the defendant had prior DUI charges. Repeat offenses change the penalties under state law and often change how the case is handled in court. Records from repeat offenders go back as far as the court retains them, which for Circuit Court convictions is 75 years. Prior DUI history affects sentencing in a current case, so it shows up in court documents and in the court's electronic records system. The Maryland Case Search does not always display the full sentencing history in the online view, but in-person access at the courthouse gives you more complete documents.
Administrative records related to license suspension are kept by the MVA separately from the court record. The MVA record shows the status of the driver's license and any suspension tied to the DUI arrest.
Maryland DUI Law and Towson Charges
Towson DUI cases are charged under Transportation Article Section 21-902. A DUI charge under subsection (a) means the driver's BAC was 0.08 or higher. A DWI charge under subsection (b) applies when the BAC was 0.07 or when impairment was observed. Both charges result in public records filed with Baltimore County courts in Towson.
Penalties for a first DUI conviction in Towson include up to one year in jail, a fine up to $1,000, and 12 points on the Maryland license. Twelve points triggers license revocation. A second DUI within five years brings at least five mandatory days in jail, fines up to $2,000, and mandatory enrollment in the ignition interlock program under Noah's Law. Two convictions within five years means the interlock device is required. A third DUI offense raises the stakes to up to three years in prison. DWI is a lesser charge with a maximum of two months in jail and a $500 fine for the first offense, but 8 points still accumulates toward license action. If a minor was in the car at the time of a Towson DUI arrest, the driver faces additional charges adding up to $1,000 more in fines and a year in jail on top of the base offense.
Maryland's administrative per se law runs alongside the criminal case. If a Towson driver fails or refuses a breath test, the officer issues an Order of Suspension on the spot. The license suspension starts on the 46th day after the arrest. The driver has 10 days to request a hearing with the MVA to fight the suspension.

Expungement in Towson DUI Cases
Maryland's expungement law, Criminal Procedure Section 10-105, sets the rules for clearing DUI records. Whether a Towson DUI record can be expunged depends on how the case ended.
Not guilty verdicts and dismissed cases qualify for expungement. A nolle prosequi qualifies but requires a petition filed with the Baltimore County court. A stet becomes eligible three years after the order was entered. Under changes effective October 1, 2024, a DUI case that ended in probation before judgment under Section 21-902(a) or (b) can be expunged after 15 years from the end of probation. The defendant must have no new convictions during those 15 years. Drug-related DUI under subsections (c) or (d) is excluded. A DUI conviction in Towson cannot be expunged under current Maryland law. The filing fee for a petition is $30. Fee waivers are available for hardship. Petitions are filed at the Baltimore County court in Towson where the case was heard. The People's Law Library has free information on DUI and expungement processes across Maryland.
Note: If a Towson DUI case was in Circuit Court, the expungement petition goes to the Circuit Court. If it was in District Court, it goes to the District Court. File at the right level or the petition will be sent back.
